TIFA RECOMMENDS "LOFTS ON MAIN" DEVELOPMENT FOR 3 E MAIN STREET

The redevelopment of 3 E Main Street began following the Hart Tax Increment Finance Authority’s (TIFA) acquisition of the former Ceres Solutions property in 2023. Recognizing the site’s prominence and potential, TIFA initiated a multi-phase process that included community engagement, visioning, and the release of a Request for Proposals to attract high-quality development concepts. The process was later reopened to encourage a broader pool of applicants and ensure a competitive and thoughtful selection aligned with community goals for housing, economic growth, and downtown vibrancy.

Following review, TIFA selected Wolverine Building Group’s “Lofts on Main” proposal as the preferred development to recommend to City Council. The project includes an approximately 60-unit apartment community featuring a mix of one- and two-bedroom units, modern design, and a layout that integrates green space and parking. The proposal stood out for its overall quality, completeness, and the development team’s experience, as well as a clear and achievable timeline. The recommendation will be considered by City Council on April 14, as Council approval is required for conveyance of the property.

Two additional proposals were submitted by Heyboer Bro Co. and West Lake Homes. Heyboer’s concept proposed a modern, multi-building apartment development with approximately 60 units and the potential for a future retail component, supported by a strong development team and financial backing. West Lake Homes’ “The Mill” concept offered a neighborhood-style approach, featuring a mix of for-sale homes, townhomes, and duplexes with a focus on architectural character, green space, and compatibility with the surrounding residential area. Both proposals were well-received and contributed to a competitive evaluation process.

NEXT STEPS

If approved by City Council, the City will enter into a development agreement with Wolverine Building Group outlining key terms, expectations, and timelines for the project. Following that, the project will move into detailed design and engineering, along with any necessary site due diligence, environmental review, and financing coordination. The development team will then proceed through the City’s planning and zoning approval process, including site plan review, before moving toward final permits and construction. Additional milestones include demolition of existing structures, site preparation, and phased construction, with opportunities for continued coordination between the developer and the City throughout the process.
